Nixon authorized the "secret war" in Cambodia. Of course it was only secret from the American public. It was no secret to the Cambodians, as about a million of them were killed directly by carpet bombing and indirectly by the destruction of their irrigation systems. And it helped the Khmer Rouge take over Cambodia (a simplification, but basically true).
