Seriously, is there some proof? I mean sure she read this aloud but that is hardly evidence, and "Legislative Act of 1871" sounds rather stupid. I mean everything passed by Congress is a Legislative Act. Someone provide some evidence. I googled this and came back the DC Organic Act but that just provides for DC to have its own local governing system, so what is she talking about?
