No, it's true and it's a sad story. The Joker was a relatively normal guy once, he had a wife and a baby on the way. Then, he decided he wanted to fufil his dream of being a comedian so he quit his job. Only, no one liked the Joker as a comedian, so he made no money. To support his family, he worked with the mob, but when he tried to back out they killed his wife and unborn child. That destroyed him beyond any kind of mental repair. I know this because I read the original comics.

Because he doesn't want to love her. He loved someone once and it almost destroyed him. He does everything he can to push Harley away so he doesn't leave himself vulnerable again.
