Sounds like a boost leak. My 900 has a MBC and its a T5 and it will boost to 12 psi and slowly taper off but I know my BPV is bad ordering a Forge BOV this monday. 7 psi is around base boost on a 900. Check ur BPC selonoid if its faulty, also check for vac leaks and the clamps on all the turbo lines for good tension.

only and idiot would put a manual boost controller on a saab aero. Get an ECu tune and do it right.

Manual boost controller will fix that issue. Cost is $25 or less.

If the gauge is ok, maybe a leaky intercooler.
