Even though there is nothing in the bill saying the old cars would be destroyed the point of the bill is to get old low-emission vehicles off the road. Otherwise the bill isn't environmentally friendly. Maybe he didn't want the bill to be environmentally friendly but its right there in the title. Plus his bill is just as regressive as Cash for Clunkers because only people that can afford to buy a new car do so. It's kind of disingenous of Dr. Paul to make that argument.

They could keep the cash for that... except that they don't have the cash to begin with. This is all being paid for with borrowed money.

with the capacity to be a positive on the local grid,,,,hmmmm ,,,mebbe could create n sell/store sum energy,,,

That's offering a tax break to people that would buy fuel efficient cars. The old vehicle doesn't get destroyed. This is also before all the bail out money was printed.
That's a little different than giving someone $4,500 to trade in their old car that woks fine, then destroy it. A car that could be used by someone that can't afford a new car.
We have the same thing in Germany.
But the rhetoric is a bit different :
new cars pollute less CO2.
The weird thing about it that even
Mercedes is against this so called stimulus. But they're just carrying on.
