A major issue arising when using an outcomes-focused contracting approach is deciding where to strike the level of provider accountability. Limiting accountability only to the outputs level (the actual goods and services produced) seems too low level. However, holding providers to account for non-attributable higher-level outcomes seems too high level. A visual approach using a program logic (outcomes model) successfully negotiate this dilemma and provide the basis for coherent funder-provider discussions.
