Most of them are, indeed, drawings made look like they are animated. Though some parts (like the jeeps tires) are actually animated.

Well, I know that they used concept art for their cutscenes because you can see them in the credits. They probably just stuck all of these together and animated them in a simple way using either Flash or Adobe Premiere.
