I have a 96' Honda Accord with the p0420 code. It's getting about 5MPG less than it used to and I'm driving the same route. I'm thinking it may be the oxygen sensor but I don't want to buy one till I know for sure, where can I introduce the Seafoam to my car to get it to clean the catalytic converter?

The car is addicted to hookah!

which is why you're wasting your $10:) Doesn't matter if you run Seafoam, thinner, acetone or isopropyl alcohol, the principle is the same(with the exception of where you are introducing it into the engine, whether it be vacuum lines, carb, throttle body, oil, fuel tank, etc). Same method is used on 400ci blown engine or a 4 stroke marine outboard.

@s9azz i wouldnt put any load on my engine while running seafoam...

You kids are knew to this car thing aren't you. Seafoam isn't a secret, it is the most widely used treatment for automobiles and boats. Instead of wasting the $10 by revving, go to the track and run it properly. It's not a one time fix, it needs to be done regularly to work properly.
I don't know what it did but it improved the hell out off my gas mileage
