You don't get it at that time. You have to return later, after Zaude (Or sometime later in the game) and then you will be able to talk with the merchant for the costumes. The first one you recieve is free, which is dependant on which person you chose to seduce the guard. The other two you must obtain items to synthesize. One of the items required can only be gotten when the last dungeon appears though, so...

@GoingFullGamer You fail to realize that Tales is usually dominant on Sony consoles. Vesperia is the only one on the 360 and there are only a few Tales games on Nintendo consoles.
Naturally, the PS3 version gets all the perks, as much as I hate it.
