Two citizens in distress, 2 cops, 4 encounters in an hour before cameras were rolling, too drunk and the taxi wont take them, finally 1 cop not of the first 2 gets them to move on after checking on thier welfare.
ADDITIONAL UPDATE: One of the 2 cops seen first is Chief McElroy who had 6 mos to retirement - he was transfered to Richland PD after this video.
