Senator Dick Lugar spoke on the floor of the U.S. Senate in support of S. 2727, the START I Treaty Inspections and Monitoring Protocol Continuation Act of 2009, that he introduced on November 4, 2009. The bill would provide authority to the President of the United States to extend, on a reciprocal basis, privileges and immunities to Russian arms inspection teams that may come to the United States to carry out inspections permitted under the Strategic Arms Reduction Treaty or START I.
