    Yes, but like you said, it has been in the past. Since the collapse of the Soviet Union Cuba has been nothing like back then.

    Cuba is very linked to Chavez and Venezuela, and there has been strong evidence of Chavez's support of the FARC in Columbia. I don't think anyone could argue that FARC is not a terrorist organization. Cuba has been a state sponsor of terrorism in the past. Look at Che Gueverra.
