How to use the DLC of SSFIV: AE with Steam version

- Go to Steam store and close the windows
- And choose your costumes

i have a question.. i bought the costumes from the steam store, the first few times i started the game i was able to use them, but now not anymore and the "... Steam" section in the startscreen is disappeared, how can i use the costumes now??

Just to clarify, if i buy the DLC off GFWLM and access the steam dlc page - exit it - then go into a game the DLC will be available?
