What a rubbish comment. Does your car use the same amount of fuel when idling as it does towing a trailer? Embedded generation can also assist the transmission and distribution networks, as the source of power is closer to the consumer of power

Wind and solar wont work because the power it generates fluctuates. So you need backup for when the wind does not blow and the sun does not shine. So wind and solar just puts power plants on standby (they still burn the fuel, but do not generate power) until the wind blows again. It doesn't offset any emissions, in reality, it just adds more in the manufacturing and transporting stages.
