Why is this surprising? I'm not justifying it necessarily, but when you receive GOVERNMENT money, you kind of have to expect that they want strings attached, esp. if you're a private entity. You think they'll just let you do whatever you want with it? If you guys REALLY wanna make a difference, speak out against the BAILOUTS, not bitch about a pay czar who wants to control the pay of execs who get bailouts.
For the most part, government regulations only change the rules of the game, thus spurring new problems. Less government intervention - less problems.
