Yes, without a doubt he won the people's vote. But if the Supreem court judges had decided that the election went to W. Had there been 500 more votes for Gore in Florida, he would have won the 25(or so) electoral votes and win the election. He actually had the votes, but the so-called Supreem Court shit all over the Constitution of the United States and declared George W the winner. Great idea guys, the country really benefitted from your great wisdom...
