The setup is the game but not the actual move. Just created Kevin Steen on my games and the closest you can do with the setup is a Package Powerbomb, which is very similar to Claudio Castagnoli's Ricola Bomb. FAILURE not on this guy's part, but THQ's part for putting the setup in the game without the actual piledriver version.

He had to go with a tiger driver because the Smackdown series F'd up the last three games. They put the Package Piledriver setup but no actual Piledriver with the move.

Fail On SVR's part to be exact. You can't make the actual package piledriver in the game. They have the setup for it, but it always drops down into a powerbomb. This is as close as you can get. How do I know? I tried creating it for my Kevin Steen CAW and had to go with another option.

This is as close that you can actually get to making the Package Piledriver. If you do the Package setup, it only allows you to do a powerbomb.
