I'm afraid that was not the case, since the Japanese main purpose for the occupation of the Korean Peninsula was to get into Manchuria and fight the Chinese. Also, the Zero was created with the A5M base, and the Mitsubishi company and Nakajima companies made it under Hiro Norikoshi. Korea didn't help, as they don't even make good fighters.

Only two countries which are not allied to Japan spend more on defense but are significantly less advanced concerning their defense technology. Also war against Japan would bring down the world economy which is not an interest of China, which would be the only country posing a potential danger to Japan. Please don't make the same mistake as the US, which wastes so much money on defense instead of investing it in the future

Now the Japanese are suffering from the technical delay in any field of defense weapon, especially engine and computing system after the 2 world war. Japan declared not to use military power any more in order to solve international conflictions as defined in the Constitution of Japan.
