Yes, yes he can. Doesn't take much, and most security systems are pretty pathetic. It's one of those things that doesn't have a straight up benefit. So most people/companies/nations will spend less than they could.

Why does Lockheed Martin have a TV commercial? Who is their target audience?
Think about it. Can John Q. Citizen drive buy a multi-billion dollar security system at Home Depot?
