There are ways to heat buildings in extremely cold places with very simple technology. do a search on rocket mass heaters .

All of this works in Cuba because of the low population density and the ease with which you can live there. No need for heating. Move Cuba 3000 miles up north and Cuba would not have sustained it's population. Starvation would have followed.
