I am almost positive that you can, this is WiFi enabled, you can download Java apps and comes with GPS. This runs on a Nokia web browser. I am sure that with this product you can do many many things with it.

I am not sure if this one is made in Finland, I know that Nokia has manufacturing plants all over the world and not all Nokia products are made in Finland. The Nokia model that I know is all made in Finland is the 8800 model.
