You people are retarded, although many old cartoons have many sex and drug refrences that would never be allowed in modern cartoons, this isn't one of them, it's not a joint, it's a cigarette, a hand rolled cigarette made from rolling tobacco, exactly like real cowboys would smoke back in the day, if he is high at all it's only because he just inhaled an entire cigarette in one breath, on which obviously had no filter.
