It depends upon what the federal government is encouraging people to volunteer to do and why. But the mandatory public service point is a good. Bail enforcement agents are private operators. It's the type of not quite fish or foul thing you'll see a lot more of when "government" goes free market. Bail/bond is so shady Illinois did away with it. And, as I recall, IL law does not allow bail enforcement agents to make arrests in the state. IL looks down upon BEA's.

I think you mean tens of millions?

In WW2 Russia alone had over 10 million soldiers killed .. Germany 6 million .. Japan 2 million ... China 4 million ...Poland 1/4 million ... USA almost 1/2 a million .. Something like 25 million soldiers killed in a single war .... that's not even counting the civilian "collateral" or the holocaust (add another 50 million to the 25 millions soldiers killed.)
