@popoy157 Theoretically, he may have one, since all the Autobots appear to be able to summon one. However, this clip here is everything we know about his modes and his powers, so the information you're asking for doesn't exist.
@Zatproguy Jolt doesn't have a Cyber Key, but there's a figure of him in retail. A Cyber Key (or no Cyber Key) doesn't determine whether a figure will be made; it's the other way around.

@popoy157 What little there is of his profile does not really give an indication of his physical strength. However, considering his size (traffic light-sized rather than car-sized) and his weapon, he is most likely more "Skilled" than outright "Strong".
