Any systems that could be used to kill people were not available to her to start with, for obvious reasons.

@SinDawg030 I think she would have been able to as an unshackled AI. But in her pre-suicide mission state, it fits the narrative. it would only have been a little nonsense if completed after the mission. However, this is a fusion of the Geth tech, and a mathematical savant, an atypical human state, usually a side effect of autism. EDI would have had no time to prepare, nor did she know what she was up against, and so taken by surprise, and disabled before she was could react.
