1: loosen the snare wires, they're over-tightened and choking the drum
2: to get the finger-tightness feel....TIGHTEN WITH YOUR FINGERS (derrrrrr!!)
3: tune the head while you have the snare wires off the drum, it helps a LOT more and doesnt get in the way.
4: your pitches are way off, not evne in sync.
5: tune each rod finger tight, then going diagonally, tune each rod HALF A TURN each going clockwise round the drum until you have a pitch you're happy with.

KID.....You have no idea what you're doing. You can't hear anything with your method but the snares. You have no idea what the tones for the resonant head are telling you. You should always put a stick under the snares to hold them up off the head and that way you can hear the real tone of the drum. The resonant head should be tuned just a pitch above the batter head. Keep trying.
