This video is of a Materialise Mammoth, the worlds largest 3D printer.
This family of 3D printers use a process called stereolithography. This is how that works:

A 3D model of your design is what will be 3D printed. This 3D model is sliced by the 3D printing software and sent to the 3D printer.
This machine, in this case a stereolithography machine, then uses a computer controlled laser to draw the bottom cross section onto the surface of a liquid polymer that hardens where struck by the laser. The part is then lowered to a depth corresponding to the section's thickness. The next cross section is then drawn directly on top of the previous one. This is repeated until the part is finished. The supports are removed manually after the product is taken from the machine.
