The statement doesn't make any sense, regardless. A high-enough point to stop people from escaping?

The route of escape is down.. so I guess you could say you want it high enough that ladder trucks can't reach them, but what's that, maybe 15 or 20 floors up, max?

A "high enough point" well the higher it is, the fewer people who are effectively trapped. So the statement would be "a low enough point" to trap the most people, and stop them from escaping, no?
