The libertarian solution is applicable here. First, drugs should be legal so only VICTIM based crimes (stealing, assault, rape, murder) would lead to a prison sentence. (unfortunately, blacks have the highest numbers of those crimes too so there will still be disproportionate sentencing)
Also, if blacks want to form their own communities and live by their own laws, courts and prison systems, they should be allowed to do so. That will eliminate the "white racism" that they believe is a problem.

Not all European countries (ex: Poland) were part of colonialism and enslavement. Go blame the White Brits, if you need to blame somebody (blaming won't get you nowhere), but don't blame the Poles.
