Dead Elevator and VERY Narrow Staircase In Very Old Apartment Building

I believe this may be an old Otis elevator. It looks like the one I filmed at another apartment building. It's a gated elevator too. Unfortunately, it was not operational. Thinking it may be stuck on another floor due to the gate not being shut, I set out to hunt it down. On the second floor, I think the manager was making the rounds and so I went back down stairs and out.

The staircase is very narrow. It's width is only a foot and a half and it is steep, almost like climbing a ladder! Both of my shoulders were touching the walls on either side as I went up and came down the stairs.

Oh dear! Elevator not works. Should let then call to elevator engineering man needs upgraded for elevator & refubishment with replace door. Elevator system will made fully safety elevator look bright testing better than failures.
