@John234pwns it depends on the game as well, don't forget that. I remember in one game it was made up of small missions that then build up a tier. It's really how people say it or from their point of view.

@NovemberVictor22 Tier 1 is a mode where you have a time limit, shoot for points and your time gets posted online. Campaign normally has no pressure to finish in a set time.
