Ok, so we made this because the first way we showed you guys was a pretty crappy way. So this is a better way to insert a background and it looks a lot better too.

Oh and when I try to drag the small picture to the big background it doesn't let me it say "error the source and destinations are the same document" please help again would be great!

You didn't convert it to a Layer 0.
You do that by double clicking the layer and clicking OK on the window that pops up.
