    Babylon was established by the Amoritians who ruled over the city, then the Akkadians took over the rule, then Sumerians, then Babylonians, then Assyrians, then Persians, then Greeks ... it only became Arab much later during the Islamic expansion in 7th century AD, that's when the Arabization got going.
