FURTHERMORE, crooks of every persuasion eventually got in on the act (brokers, traders etc.), but the toxic assets necessary for this crisis were a direct result of CRA. Which is also why you had MANY Democrats in high positions in Fannie Mae & Freddie Mac. In 2003 when the Bush adminisration warned of a "systemic risk for our financial system" unless the mortgage giants were curbed, Barney Frank complained that the administration was more concerned about financial safety than about housing.

They were mostly bad loans - millions of them that were a direct result of the expansion of Jimmy Carter's CRA, forcing lenders to relax lending guidlines.
