he is pushing the bird to the rock, so that the bird can climb out of the water. He is trying to help the bird. obviously that is not working so he picks the baby bird out of the water, but then he doesn't know what to do with it.

In England we call them Moorhens.
They are also called Waterhens and
like Axolotlvriend in Belguim says they
are called Waterchickens.
How did it get there, Parents must
have a nest on the other side of the water.
