@hlvrn you could make the SkyrimPrefs.ini read-only.

Best compromise of settings :
fSunShadowUpdateTime=0.05
fSunUpdateThreshold=0.5
Try that, you can actually still see it on the wall, but it does not look glitchy, and the regular shadow updates make the game more enjoyable than update every 2 min.
I fixed this by adding:
fSunShadowUpdateTime=0
fSunUpdateThreshold=2.0
fShadowBiasScale=0.6
to the [Display] category of
\Documents\My Games\Skyrim\Skyrim.ini
(note: it didn't work when I modified SkyrimPrefs.ini, only Skyrim.ini)

How to solve annoying flicker on walls and such in this video:
1. Go to \Documents\My Games\Skyrim and open SkyrimPrefs.ini
2. Find the line "fShadowBiasScale"
3. Replace the current value of "fShadowBiasScale" with "1.0000" so it says fShadowBiasScale=1.0000
4. Save changes made to the .ini.
5. Start the game through Skyrim.exe in your Skyrim directory (make a shortcut to it to the desktop), DON'T start it through Steam (that will revert the changes back to what it was before).
6. Enjoy.
