    Iran was always called Iran ever since Indo-European migrants conquered the land.

    Iraq, on the other hand, had many names. Babylon is essentially the state that arose from Nimrod's Shinar. Those empires had origin in Africa. Sumer (with an Eastern origin) or the probably indigenous Ubaid civilization likely had different names.
