I did a little research on this, it happened in Greensboro, NC. It was an issue with the sample rate playback setting on the synth being incorrectly set. Dave was singing along to the synth, but Ed and Wolfgang couldn't transpose even if they wanted to - the bad sample rate (48 instead of 44.1) made it impossible for tuned instruments to match on any scale.

The actual playing is not a result of playing drunk or stoned. It's a tech mistake, too late to fix after the song started - it was their 'finale', synced with other stage effects. Either the behind-the-stage synth player forgot to reset his 'key-transpose' switch to default setting (I've made that mistake myself -it sucks), or Eddie picked up the wrong guitar, one that was 'down-tuned' for another specific song. Anyway you look at it, it was a painful error. I can't help but feel for them......
