Yes, overall spending went down (which is a GOOD thing, is it not?), but the initial cuts that were made were mostly reinstated. The surplus and cuts/reforms in deemed wasteful areas allowed them to continue to curb gov't spending.

Also, if you watch the documentary "Summer of Legalization" (right here on youtube), it shows very clearly (and in his own words) whose side Chretien was on when it came to pot, and how his departure and subsequent leaders brought all that to a screeching halt.
