No it isn't. Richard Pryor was lighter skinned and had creases around his nose, he also had a longer face. I would have to say most people think any guy with a black mustache and afro would be Richard Pryor. Obviously a white guy did this video.

Kind of looks like Pryor. He was about the age the bus driver appears to be in the late 20th century.
