Notice that most of the balcony railing is intact, only the vertical bars are missing.
It would appear that there is a framework that sits inside the stronger railing.
At this point I suspect that the person was standing and leaning on the vertical bars, a fairly common thing to see, when they as a unit failed.
Had the person been leaning on the top rail, still intact and designed to hold the weight of an adult, this would not have happened.
