Puking -if he does not look ill (puffed up feathers, or shaking his head violently to get the puke out) he is not really puking he is feeding your hand.
Mating with your hand -a lot of people would advise to stop him but I disagree as he has needs. My GCC did the same thing so I let him have his fun while ignoring his actions completely. After a few weeks he has completely stopped.
@Vikingbayicepower2 He's probably lonely. The puking is a sign of affection; the males will feed the females while they have eggs but regurgitating into their beaks. If he's had lots of "lady birds" then he is clearly desperate for another one (though you probably shouldn't do that because of his age.) Just give him lots of love, and he'll be good :)

I used to have three parakeets, hand raised them. They were the best pets I have ever had. And they lived for 17 years. :]
