He's implying that being on food stamps and welfare isn't ideal. Being on those programs without a means a means of weening yourself off is the lack of help he refers to. Poor analogy, but that's what he's trying to say.

Okay, here is a simple reply. You assume the people here are on welfare and taking advantage of the system yet have no actual evidence to support your hypothesis which you use as a leading question in some attempt of self gratification (I can only assume). As a hard working Liberal Canadian (actually I am a little more left of centre). I have never taken welfare,I pay taxes ($900/mth),volunteer & donate to charities. I assume that most Progressive & Conservative Americans are hard working too.
