@wildfire19861987 no! a small tornado has winds 30 to 40 mph. a dust devil is just dust spinning in the air. it can not suck much up at all. maybe, paper but not anything else. so, that was either a small EF0 tornado(witch is possible) or just a made up story.

there nick name is Dust devil but they are really Thermal bubbles that usually start suction below them or low presure and produces a vortex that fallows the bubble all the way till the air getts to cool!
