I believe this song has to do with the Hippy Movement in their time. I heard that Harrison despised this movement and based on the lyrics It could have to do with it.

Almost right Pimp; he was waiting for TheBeatle's press manager Derek Taylor to get to his house in Blue Jay Way... during a foggy night... Harrison wrote it all in one night using the Hammond organ in his house.
