yes but you must know the city is big and it needs money to build new houses and highways metro stations and very much more and most of money goes to moscow so saint petersburg have not so much money so its better now with tram models and tracks but there are much tracks who needs to be modernised and there are not much money for that but it will be better in the future i hope

because most of the tram tracks are really bad so the trams must drive slower and the passagiers takes the bus or trolleybus because its faster so the gouvaneur decidet to destroy the track of the trams.because she says the trams are so slow there are many traffic jams but its not true.the situation is better that 5 years ago but its very sad because this tram system in saint petersburg was the biggest in the world but right now the fourth.sory about the bad english^^
