*WARNING* - Lots of beeping. Lots and lots of beeping.
There are probably other videos on this but I felt like making a nice quick one to show off the best area to level for at least Terra.
While I did show off my abilities and command deck at the beginning I'll jot them down here with a little more explanation.
Command Deck
Mega Flare
Victory Pose
Mega Flare
Mega Flare is obtained through melding a Fission Firaga and Crawling Fire.
Crawling fire is melded through Firaga and Slow/Stopra/Stopga.
Fission Firaga is melded through Fire/Aeroga, Firaga/Aerora, Firaga/Aeroga.
These can easily be obtained near the beginning of the game with a little money. Mega Flare is amazing in that it is an AoE that hits the whole room. This means that you do not need to be looking at the enemies or locked on to damage them. Making this grinding spot very quick. Note, 2 Mega Flares are used so that while the other recharges I can use the 2nd one to clean up the 2nd wave that spawns. Meaning that there is virtually no wait time for commands to recharge. If you're having issues killing all Unversed because of level make sure you're using a Magic strong Keyblade and if nessary equip a 3rd Mega Flare.
Victory Pose is used for a little bit of extra experience. You can get upwards of 600 bonus experience, which is fantastic. Every little bit helps when you need to grind to 90 to fight No Heart!
--Abilities that are needed. (All of these should be maxed)--
Make sure you have Treasure Magnet and HP Prize Plus abilities TURNED OFF. You need to stay below 25% HP.
Fire Boost (Highly necessary when you're lower level)
Attack Haste
Magic Haste
Reload Boost
EXP Chance - This is super important
Second Chance*
Once More*
EXP Chance is necessary because of the decent boost it gives for XP. You need to be below 25% HP which is the reason you want Treasure Magnet and HP Prize turned off. Magic Haste helps greatly with reducing the reload time of Mega Flare and Attack Haste with Victory Pose reload time. Having Reload Boost will also help.
Once More and Second Chance are there for safety measures to make sure you don't accidentally die if you get too low. Accidents do happen, no matter how good you might think you are. Better safe than sorry and they're necessary skills for late Arena bosses.
This is quite possibly the best leveling area. It's immensely better than Keyblade Graveyard because you actually have to leave that world and return to get the tornadoes to respawn.
**Why do you rush immediately to the middle and then to the bottom right corner of the map?**
The first group of enemies spawn as soon as you enter the middle of the room. Dashing immediately to the bottom right of the corner and casting Mega Flare kills them right after they finish their spawning animation and before the ones in the far back can despawn. This keeps you from picking up drops from the enemies. This means you can easily and quickly go through the room without having to wait for your HP to drop again under 25%.
And yes, before 50 million people ask. This IS BBS Final Mix. Yes that IS English in the game.
Hey, perhaps you could help me. I just recently started the game with Terra. I'm like lvl 30. For some reason, I can't get finish commands to even gain experience let alone unlock. Like I randomly unlocked Twisted Hours or whatever, but I cannot get the yellow or red one for lvl one to unlock. I looked only and t says for the red one I have to go Firestorm 12 times or something, I've done that well over 12 times, yet no experience has been given to the red finish command. Any suggetions?

You have to make sure the one before the Finish Command that you're trying to unlock is selected. So just follow the arrows and you should be good.

Yeah, I heard about it elsewhere. Been trying to get back into recording some PSP games. Felt why not get a good quality one with lots of beeping going on.
