@WhitemageSerenia The only benefit that Ultimate Armour has is unlimited Nova Strike attack usage. Other than that it is exactly the same as the Fourth Armour in this game. Black Zero is even worse! No upgrades whatsoever other than the change of colour scheme (although some rumours say that Black Zero in Megaman X4 will take in 1/3 less damage than normal Zero in this game but I don't seem to see any difference in this).

@TsurugiMatsuda I've heard that he does take slightly less damage myself, but I've never noticed. Though I have also heard that Black Zero slashes slightly faster too which that is a bit more noticeable actually. and there is one "hidden" advantage to the Ultimate armor. Its Hover boots actually work longer. You also get an INFINITE hover if you stay stationary iirc. Not 100% on that, but I definitely remember the hover from the UA lasting longer than the normal 4th armor

@WhitemageSerenia As for the Ultimate Armour's hover boots, it seems that this infinite hover while staying stationary may only apply to the console version (hover time is same for both armours in PC version), just like the infinite Metal trick in Megaman X8.

@WhitemageSerenia A check on the Rockman X4 Wiki (japanese) states that there are only two advantages for the Ultimate Armour over the Fourth Armour: Unlimited Ultra-Powerful Nova Strike (wider attack range than the Nova Strike used in Fourth Armour) and Plasma Charged Shot as default Buster Part. For Black Zero, the only noticeable difference is the shadow produced by Black Zero when dashing is red in colour. No difference in other features whatsoever.
