Uh, just one problem: if those CSP plants in California have paid off their loans, and now produce power at 3¢/kWh, then why does it take political action? If it's such a good bet, then why does it need government subsidies...

...Or, is it a matter of subsidies? Last time they tried to build a Stirling/dish plant in the Mojave desert, ENVIRONMENTALISTS had it stopped for the sake of tortoise migration...is that what he's talking about?
