Because the more Linux has to load, the longer it takes to boot. Linux with full-on GNOME or KDE can take as long as Windows to boot. XFCE is much lighter and quicker to load.
Splashtop and Xandros Presto are very minimal Linux distros, which only load the bare minimum to make it work.
My Sony Vaio has a feature callled InstantOn, which is booted in about 10 seconds giving access to Firefox, Skype and IM. It's actually a Linux OS similar to Splashtop or Presto.
